Cheney Confirms That Detainees Were Subjected to Water-Boarding

~That law that Bush signed last month that 'prohibits' water boarding also protects Bush and Cheney from (US? International Law?) prosecution for ordering the US Military's and CIA's use of waterboarding and other forms of torture?
I wonder if Cheney and Bush in their dotage will be hounded like Pinochet? Will there be countries in the world (other than the Muslim nations) they will not dare visit as private citizens?
